Suggest thread for recipients

/thread/suggest

Checks if a conversation can be started with the given recipients. When a single recipient is specified without the forceNew flag, it looks for an existing PM thread and returns its ID. Otherwise, it validates whether the current user has permission to start a new conversation with the specified recipients.
